Billy has given this deck a solid straightforward skeleton. Summon and attack, defend with traps. However, the current state of Yu-Gi-Oh requires something more. For as long as Rock Stun has been an option it has consistently ranked low on the speed scale. Lately, we have seen some incredible advancement in deck explosiveness. I would like to bring that to Rock Stun.
The first card I would like to look at is called Monster Slots. Monster Slots is a card I began testing last format with Wind-Ups and Inzektors. Monster Slots lets a player target 1 face-up monster you control and 1 monster in your Graveyard with the same Level; banish the target from the Graveyard, then draw 1 card and reveal it, then if the card you drew is a monster with the same Level as the monster on the field, Special Summon it.
Since this deck will be running mostly Level 3s and 4s, this card should achieve maximum efficiency very often, and even if it doesn’t special summon it still draws a card, allowing it to get around the ever present Thunder King Rai-Oh.
I will also add Gigantes due to its 1900 atk and spell/trap row clearing ability.
Some people would like to add Grandsoil due to the use of Card Trooper, I would prefer to go a much different route.
Koa’ki Meiru Boulder is an underutilized deck thinner that could make for some great set-ups with Creature Swap (a card also added) and Block Golem
Brake’s Extra Deck includes Naturia Beast and Barkion, which any player who has faced either can tell you, presents some incredibly difficult match-up problems. However, without Earth Tuners, a player is forced to hope for a favorable match-up or play with two dead cards in the Extra Deck. This was a tricky fix as there are no Rock-Type Tuners and the especially vulnerable Naturia Cosmobeet was the only Special Summon tuner available. Therefore, I chose to go with Naturia Cherries, since it would be able to self-replace after an attack or a card effect, thereby thinning the deck and offering extra protection.
This deck should now be able to make some explosive game 1 plays including summoning a Number 16: Shock Master.
The simple changes to the Extra should allow the deck to be much more competitive in Match-ups

First Off, I decided that to make this work at all I would have to completely overhaul this deck. Breaking it down to basics, I wanted to start with:

I added 2 Royal Decree to help the deck go off uninhibited.
And for the 2 final spots I chose Deep Sea Diva
I switched 1 Soul Ogre for a Gustkraken, due to Gustkraken’s effect and I felt that the added information would easily outweigh the potential benefits of one more Soul Ogre.
Adding in the Neos Alius, seemed more consistent than leaving in the plasmas and allowed for Shining to play a major role in the deck. Gemini sparks come with the Neo Alius’ for obvious reasons. I added another Gishki Aquamirror so that the Gishki monsters would have a chance to be used multiple times per turn. Deep Sea Diva was added to give the deck easy access to Gachi Gachi for ATK boosts, while also being able to search Gishki Vision from the deck for use as tribute. Also it give salvage more targets, and I was also able to drop one Salvage so it doesn’t become an early game Anchor, the deck runs just fine with one. I added one Emergency Call due to the increased number of Elemental Heroes, and I feel like I was able to eliminate many of the potential dead draws and get the most use out of the cards in the deck.
This way the deck is able to make huge momentum swings without being weighed down with top heavy monsters.
The Extra Deck needed to include Fusions, especially Shining and Absolute Zero.
